The demand curve has shifted to the right and the supply curve has shifted to the left. Guess what? The price for pilots (their salary) has gone up and so they are more valuable than ever. The military can't sustain artificially suppressing the economics by restricting supply in the open market. That is a radically self-limiting strategy that will create a supply cliff. Their only choice is to increase supply by training more and more pilots while diminishing their demand for "routine" missions that don't require expertise.
